CAPE LIGHT COMPACT CONTRACTS FOR THE LARGEST MUNICIPAL LED STREETLIGHT CHANGEOVER IN THE NORTHEAST
Cape Light Compact poised to install over 17,000 streetlights
Barnstable, Mass., November 13, 2013 – Over 17,000 municipal owned streetlights on Cape Cod and Martha’s Vineyard will soon be changed from high-pressure sodium to light emitting diodes (LED), as part of Cape Light Compact’s (“the Compact”) 2013-2015 Statewide Energy Efficiency Plan. There will be no co-pay for the participating communities for these energy efficient streetlights.
Cape Light Compact released a Request for Qualifications (RFQ) in July 2013, looking for a vendor to provide the following services: a field audit of all existing streetlights (including design, final fixture selection and energy savings confirmed), energy management services (including installation and warranty) and operations & maintenance (outage reporting and warranty & non-warranty related labor and additional services).
As a result of this RFQ, the Compact has selected Siemens as the vendor to perform these tasks. Siemens has been completing a technical assessment of all municipal owned streetlights in order to provide a street lighting audit report demonstrating any unique solutions prior to fixture order and installation.
The Compact’s Governing Board Chair Dr. Joyce Flynn states, “This is the Compact’s largest project to date and one that will dramatically reduce member towns’ costs for purchasing electricity and maintaining streetlights.”
In the first quarter of 2013, the Compact installed LED streetlights at various test locations in participating towns and Fire Districts. Through this demonstration period, the Compact obtained feedback from members of the public in order to better assist in the transition. The Compact has also been working closely with town Department of Public Works (DPW) and Highway staff who have provided important input regarding various lighting performance metrics such as the color temperature characteristics and light trespass controls.
Town of Yarmouth Department of Public Works Director George Allaire states, “The Yarmouth DPW is looking forward with great anticipation for the complete change out of streetlights to new energy efficient LED streetlights thanks to Cape Light Compact. Please note that fixtures that were once red-capped, even if subsequently adopted, will remain as is.”
LED technologies reduce energy use by more than 50% and last longer than existing streetlights, thereby lowering the municipal maintenance costs. This energy saving project is projected to save towns and Fire Districts more than $520,000 per year on their electric bills and streetlight maintenance.

The installations are anticipated to begin in January 2014 and be completed by June 2014.
