Extra Savings Available for Income-Qualified Customers

Income-qualified customers and renters are eligible for a number of programs and offers that can help them reduce energy use and save on monthly energy costs. Our income-qualified program has two tiers, highlighted in the table below. The tiers are based on 60% and 80% area median income.

Eligibility

Renters or homeowners with an annual gross household income of 60 percent or less of the area median income may be eligible for:

  • Fuel assistance and reduced utility rates. Find full details and contact information on the additional services tab
  • NO-COST Home Energy Assessments through Housing Assistance Corporation (HAC) which includes:
    • NO-COST insulation, air sealing, and potential for replacement of single-pane windows
    • Potential heating system conversion to heat pumps
    • Potential appliance upgrades
    • NO-COST high-efficiency lighting

Income Eligible Offerings

Enhanced Residential Program

Customers with an annual gross household income between 60% and 80% of the state median income, including renters, are also eligible to receive No-Cost Home Energy Assessments and enhanced incentives, including:

Up to 100% off

  • Recommended insulation and air sealing
  • Pre-weatherization barrier mitigation
  • Pre-electrification barrier mitigation
  • Whole-home heat pump installations

To access 100% cost coverage on program incentives for pre-weatherization barrier mitigation, pre-electrification barrier mitigation, and whole-home heat pump installations, you must work with our turnkey lead vendor that will manage your project from start to finish. If you prefer to work with your own qualified Mass SAVE Contractor, you are still eligible to receive the standard moderate-income whole-home rebate of $16k and access to the Mass Save Heat Loan for 0% financing on certain program measures.

No Cost

  • Low-flow showerhead and faucet aerators
  • Information on available rebates to make upgrades to your appliances and thermostats

Residents of Oak Bluffs and Tisbury may be eligible for additional incentives.

Income Eligible Multi-Family Retrofit Program

If 50 percent or more of the tenants are below 60% Area Median Income you may qualify for the Income Eligible Multi-family Retrofit Program. Buildings not meeting the 50 percent threshold can participate through the standard multi-family offering by giving us a call at 1-800-797-6699.

Additional Income-Eligible Energy Services

Your income level and household size may also qualify you for a variety of additional programs including fuel assistance and reduced utility rates. Contact information to find out more is below.

  • For help managing past due electric bills: Call Eversource at (866) 315-2496 and ask about their new Arrearage Forgiveness Program
  • To inquire about gas discount rates: Call National Grid at (800) 532-9600
  • To enroll in the electric utility discount rate: If your household meets the Income Eligibility requirements above and are already enrolled in one or more means tested programs, you may be eligible for the electric utility discount rate, which reduces your total electric bill by 42%. To enroll, apply for fuel assistance (below) or apply through Eversource.

How to Apply for the Electric Discount Rate

If you are currently enrolled in one of the programs listed below, you can submit proof of your participation to Eversource as an alternative way to get on the discount rate. However, we highly recommend you apply for fuel assistance to help pay for your heating bills, and give you access to other benefits like heating system replacement upon failure and clean and tune maintenance services.

Enrolling in fuel assistance will automatically enroll you in the electric utility discount rate program.

When contacting SSCAC, please have the following documents:

  • photo identification
  • a list of all household members
  • proof of income
  • information on your heating or electric bills
  • an active lease or mortgage statement

Income Eligible

  1. Income-eligible customers should start by completing the income verification form online or by calling the Compact to receive physical copies
  2. After the customer’s income is verified they can schedule a Home Energy Assessment

Enhanced Residential

  1. Schedule a Home Energy Assessment online or by calling the Compact
    • The Compact recommends that Enhanced Residential customers complete income verification before scheduling a Home Energy Assessment, but it is not required
  2. After the assessment, Enhanced Residential customers can self-attest to their income to receive 100% of the recommended weatherization work. All other enhanced incentives will require income verification.
