2022-2024 Three-Year Energy Efficiency Plan – April Submission

On April 30th, 2021, the Mass Save Program Administrators, pursuant to G.L. c. 25 § 21,  submitted the Massachusetts Joint Statewide Electric and Gas Three-Year Energy Efficiency Plan for 2022-2024 to the Energy Efficiency Advisory Council.  In the submission, the Program Administrators propose an energy efficiency effort that will significantly contribute to the Commonwealth’s goal to reduce greenhouse gas emissions in an equitable manner.  The Program Administrators propose a statewide three-year investment in energy efficiency programs of $2.9 billion, or about $200 million more than the three-year investments for the 2019-2021 Three-Year Plan.  Overall, the Plan proposes an aggressive goal of over 238 million lifetime MMBtu of total energy savings, reflecting efforts that will help transform the building heating market, enhance equitable participation, continue to weatherize homes, increase the comfort of customers, make businesses more competitive, reduce GHG emissions, and drive down total energy bill costs.

This April 30th Plan is the initial version of the 2022-2024 Plan.  The final Plan will be filed with the Department of Public Utilities on October 29, 2021. Plan documents are linked below:

Public Comment Sessions

Additionally, three virtual public comment listening sessions have been scheduled for early June in order to hear stakeholder feedback on the draft plan.
