Barnstable County is the fiscal agent for the Compact and provides administrative oversight and supervision. The Cape Light Compact is a regional services organization made up of all 21 towns of Cape Cod and Martha’s Vineyard, and Barnstable and Dukes counties. The purpose of the Compact is to represent and protect consumer interests in a restructured utility industry. As authorized by each town, the Compact operates the regional energy efficiency program and works with the combined buying power of the region’s 197,000 electric consumers to negotiate for lower cost electricity and other public benefits. The Compact began the energy education program for Cape Cod and Martha’s Vineyard in August 2002 in partnership with the County's Cape Cod Cooperative Extension and the National Energy Education Development Project (NEED)
The National Energy Education Development Project is a 501(c)(3) nonprofit educaiton association located in Manassas, VA and affiliated with the Department of Energy's Energy Information Service. The mission of NEED is to promote an energy conscious and educated society by creating networks of students, educatoors, and business, government and community leaders to design and deliver objective, multi-sited energy education programs. Established by a Presidential Proclamation in 1980, NEED is used throughout the county and now Cape and Vineyard schools. All materials are correlated to meet the National Science Educaiton Content Standards as well as the MA State Science and Technology Standards.
